📐 Resolution Vehicle Decision Tree
Step 1 — Is the balance correct?
Pull Record of Account. If the IRS used a Substitute for Return or CP2000 → Audit Reconsideration not a 1040-X.
Step 2 — Can we reduce the balance?
Amendment / reconsideration filed → new balance established. Then evaluate: full pay, IA, OIC, or CNC.
Step 3 — Penalty relief?
Check FTA eligibility first (3-year clean history). If no FTA → reasonable cause. Both can stack on different periods.
Step 4 — Resolution vehicle
Installment Agreement Balance payable over time, income sufficient
Offer in Compromise RCP < balance, financial hardship documented
CNC Income below threshold, no equity in assets
Lien Withdrawal Post-resolution, balance paid or IA established
Step 5 — State conformity
CA amendment / CA FTB resolution always follows federal — never file state first.
